Simon, who nearly 50 years ago had a vision that he could turn cow pastures near the new Dulles Airport into a thriving "new town," celebrated his 99th birthday on Wednesday. The nonagenarian still lives at Lake Anne Plaza, Reston's original Town Center, and is out on the town several nights a week. Historic West Point Acceptance: Manassas Park senior Jacob Williams has been accepted to the prestigious United States Military Academy at West Point—the first student in the small high school's history to do so. Forced Treatment: A Fairfax City-based nursing home agreed to settle and pay $700,000 on Feb. 13 in a nearly two-year lawsuit that accused the treatment center of claiming Medicare for unnecessary rehabilitation therapy services. Former employees of the Fairfax Nursing Center filed the suit in May 2011, alleging the center gave "excessive, medically unnecessary, or otherwise non-reimbursable physical, occupational, and speech therapy services" to 37 Medicare beneficiaries who were its customers, according to the Department of Justice. 12.
