Spectrum, Terraset Before BOS on Tuesday

Fairfax County Board of Supervisors slated to discuss and decide on two major Reston projects.

The Fairfax County Board of Supervisors will discuss and decide the future of two Reston projects at its meeting on Tuesday.

There will be a public hearing at 3:30 p.m. about redevelopment at The Spectrum shopping center.

A major redevelopment has been in the works for The Spectrum for years. The application, already recommended for approval by county planning and zoning, was recently reactivated.

The plan includes redevelopment of both Spectrum shopping centers, which reach from New Dominion Drive to Baron Cameron Avenue along Reston Parkway.

Land Bay A (where Best Buy and the soon-to-be closed Barnes & Noble are located) is planned for 546 dwelling units, 255 hotel rooms, 172,000 square feet of office, and 62,500 square feet of retail uses.

Land Bay B (along Fountain Drive) is planned for 643 dwelling units, 270 hotel rooms, and 48,650 square feet of retail uses.

Land Bay C (where Harris Teeter is located) is planned for 237 residential uses and 134,896 square feet or retail and bank uses (84,000 square feet of this retail is currently existing and will be retained.)

At 4:30 p.m., the board will decide on the future plans for Terraset Elementary School.

The plans, approved by the county planning commission, include proposed building additions totaling 33,184 square feet to include an administration addition, art/music addition, two classroom additions and a multi-purpose addition.

The upper parking area will be redesigned to improve traffic flow and to provide a kiss-and-ride drop-off area. The two existing pedestrian bridges will be demolished, and a new centrally located bridge will be constructed to connect the school with the kiss-and-ride area.

The expanded Terraset, built in 1977, will increase the capacity of the school from about 600 students to more than 800.

There is no opportunity to speak about Terraset today. That public hearing was held last year.
Hudgins has said that she will vote to cram 900-1200 elementary kids onto that too small site today because she doesn't want to "go to war" with FCPS. So Cathy's afraid to fight for kids who live in Shadowood but she's willing to fight for the kids going to Sunrise Valley.

That's not on the docket. Barnes and noble did not renew their lease. They will vacate on Feb. 28.

John - will it really be cramming if they are going expand the school by 33,000 feet?
Chris Stephenson January 8, 2013 at 05:39 pm
well, if the article is correct and the expanded capacity will be "over 800" - then getting 900-1200 kids into there would in fact be "cramming them in."
Karen Goff (Editor) January 8, 2013 at 05:49 pm
The school system plans capacity of about 900 with expanded Terraset. Current capacity is 600, and the population is well under that. I don't know where Mr. Farrell is getting the 1200 number.
FCPS is counting on 1) perhaps a large influx of students due to new construction in Reston. Perhaps - but nearly all the construction is going to be expensive apartments, so doubtful hundreds of elementary age kids will live in them. Or 2) redrawing boundaries so area kids who go to Hunters Woods and Sunrise Valley ES will instead go to Terraset. HOPEFULLY, FCPS will plan well and draw the boundaries correctly so there is no "cramming." (But they have planned incorrectly before, as seen in SLHS current crowding situation. Anyway.....this all a work in progress.

If you look at the special exception plat there are four flat areas to be paved that will readily accommodate educational cottages. FOUR MODULAR UNITS (bigger that the one room trailers) equals 1200 kids.
Bailey's Elementary currently has 1300 kids and is projected to go to 1600. And FCPS and the BOS have no plans to solve that problem which could easily be addressed by restoring the Willston Center to its original use but instead, because its zoned for multi-famly housing, Willston Center may be sold. Current attendance is 450. 900 would be doubling the number of kids going to Terraset with a comparable increase in traffic on Ridge Heights, etc. Karen, we spoke at 11:57 am. You could have asked these questions then.
Karen Goff (Editor) January 8, 2013 at 08:47 pm
ah forgot about the modular units. OK, waiting for the BOS hearing, so we will soon see what the future holds....

Will there be any free parking left at Town Center or where the new development at the two Spectrum centers redevelopment is planned?
John Farrell January 8, 2013 at 09:09 pm
It's a "decision only," not a hearing.
Karen Goff (Editor) January 8, 2013 at 09:39 pm
oops. Yes, by 'Hearing" I meant "supervisors deciding." In any case, they are HOURS behind.

Eh. The responsive design is ok on mobile devices, but it feels really weak on a website. TheRead More "local" photos at the top are low res. It could be tailored a little more like another user said, he missed the little touches like the local weather. An RSS feed of local AP news wouldn't hurt despite the focus of local-only content.

If the RA Board approves this self serving move by another RA Board member then the board membersRead More who do so should be voted out of their roles the next time they run for election.

Mr. Farrell, methinks thou protest too much. What ridicule and derision? It seems that you areRead More fanning the flames and rooting out some sort of scandal that, from my view, doesn't exist. As I understand it, there is a by-law provision that allows a homeowner to ask to be included in the RA. This wasn't something made up to accommodate one person. It was adopted for any single homeowner or cluster to opt in. There is no slippery slope. The rule is not being changed or adjusted for one person. The rule or by-law was in place prior to any of this hand wringing. Next, Ms. Rostant and all the other RA Board members are serving on a volunteer basis. Do any of you critics see some sort of gain to be had in this case? I find the witch hunt nature of some regarding this matter to be dubious if not mean spirited. Its easy to sit back in your easy chair and type away on your computer and deliver your edicts to resign. Get the facts. The lack of civility in some of these posts is repulsive.
