RA to Hudgins: Proffer Money Should Go To Us

Association wants to use developers' contributions to build new facilities and improve existing ones.

is sending a letter to Hunter Mill Supervisor Cathy Hudgins requesting that any cash contributions or recreational proffers made by developers be designated to RA.

Much of the new development will be in the area hugging the Dulles Toll Road. That area was formerly zoned the Reston Center for Industry and Government (RCIG) and included no residential units. The RCIG ordinances were lifted in January 2011, paving the way for high-denisty housing - such as the 380-unit Reston Station - to be built there. RA has requested that all new residents of the RCIG will be part of the Reston Association.

A county ordinance stipulates that proffers need to go to the county, the county park authority or an adjacent homeowners' association. Reston Association wants to ensure that it is the adjacent association.

"It is the Reston Association's position that all off site recreational amenities and/or cash contributions to be proffered by developers as part of any rezoning in or adjacent to the boundries of Reston Association should be designated by the Board of Supervisors for delivery to Reston Association as the adjacent homeowners association," the letter reads.

"This coincides with the previous position stipulated by Reston Association that residential development in the former RCIG be made part of the Reston Association."
