Public Hearing on Crescent Agreement Set for July 30

Supervisors OK interim plan for Republic to redevelop Lake Anne-area apartments - but group must set aside affordable housing and offer a relocation plan to residents.

The Fairfax County Board of Supervisors on Tuesday moved forward with the interim redevelopment agreement with Republic Land Development's Lake Anne Development Partners.

The next step: a July 30 public hearing on the agreement, which puts a plan in place to redevelop Crescent Apartments.

Fairfax County Supervisor Sharon Bulova said Tuesday she is pleased that Republic's agreement involves preserving affordable housing in Reston.
Crescent's 181 units were purchased by the county in 2006 to offer affordable housing options.

While the redevelopment can include more than 900 units, the interim agreement states there must be a relocation plan for current residents and 181 units must be set aside for lower income residents.

“This redevelopment is a great step forward for affordable housing and revitalization in the County,” Chairman Bulova said in a statement. “Redevelopment in this area will preserve existing affordable housing units, add workforce housing units, and stimulate investment in an activity center targeted by the Board of Supervisors for revitalization.” 

The public hearing on the interim agreement only is scheduled for 4:30 p.m. at the Fairfax County Government Center. A decision will be made by Sept. 10, said Bulova. 

Last week, the county announced it has selected Republic Land Development's proposal to redevelop the 16-acre site.

Republic's submission was chosen from among eight proposals in response to a Request for Proposals issued in February 2012.  

However, some faith and community leaders, along with some Crescent residents, have expressed concerned that the affordable units won’t be all that affordable.

In May, faith and community leaders urged developers include the financing and design to ensure that current residents and other families earning between $30,000 and $50,000 a year are able to remain at Crescent after the development.

Some of the features of the interim development agreement:

* Include a relocation plan for Crescent residents.

* Realignment of Village Road and the relocation plan must be included in the first phase of development.

* Republic must include plans for "Land Unit A," which is the Lake Anne Plaza parking lot, the empty convenience store location and the Association of School Business Officials building.
