Recent Asphalt Work on Basketball Court

Does anyone know why the basketball court off of Ring Road was repaved using asphalt?

It was a very nice "sport court" material exactly like the tennis courts.

The original surface was not in bad shape so I'm just wondering why now and why the change of surface.

Seems like a big down grade to me!
