no apathy here

there is a pipe sticking out of the ground at so.lakes drive and so.lakes ct near a bus stop.for at least 2or more yrs. apparently a utility co…replaced it further down and never bothered to remove the old one. neither rhoa who informed me it was their property nor Vdot who never replied did anything about it. I would call the utility  myself if I knew which one did this.unsightly and could be dangerous.Can anyone at this point in time tell me what else to do? and I do have a life...in case someone is asking!..thank you...
