Final Silver Line Timetable Has Rail on Track

Phase 1 of new rail line expected to be turned over for testing and training in August.

Metro's Silver Line Phase 1 is 86 percent complete and on schedule for delivery by the end of August, says Pat Nowakowski, Executive Director of the Dulles Corridor Metrorail Project.

Nowakowski gave an analysis at last week's Metropolitan Washington Airports Authority meeting.

MWAA is not giving an exact date that Phase 1 of the Silver Line — which will run from Tysons Corner to Reston's Wiehle Avenue — will open, but is sticking with a general date of December 2013 for now, MWAA spokesman Rob Yingling said.

Some of the highlights of Nowakowski's presentation:

* Final Design – All design is complete. One permit needs to be secured.

* Metro has paid out $2.255 billion so far. The final cost is expected to be $2,905,695,000. There is $81 million in contingency remaining.

* Turnover in late August will happen when: All construction complete; all testing complete; all as-built drawings complete (one still remains to be done); all maintenance manuals are provided; all supplier training is complete; all certification documents are complete; and the West Falls Church Yard is complete (expected Dec. 20, 2013).

* After that, operational readiness, inspection and turnover activties will begin with an expected operation date 90 days later.

* For Phase 2, which will run from Wiehle Avenue to Dulles International Airport and into Loudoun County, MWAA expects to award a construction contract by April 2013.

I can't quite follow the timeline here. If turnover is expected when all the activities listed are complete in December 20, 2013, then there is a 90-day testing period, doesn't that mean I won't be able to ride until spring 2014? I don't see how that's the same as December 2013.

And then our metro commutes become longer. To be fair, long term I think it's a great move. But those touting such a grandiose vision that they'll ride metro when the train is there are fooling themselves. The buses to WFC work more efficiently and more quickly than the added four stops in Tyson will bring. And so the car driving will continue.

Karen, somehow you omitted to mention that most Series 7000 railcars will not be delivered for Silver Line use until July 2014 at the earliest. WMATA will have four "test" cars for use during the first half of 2014 but wants to use them throughout the Metrorail system. Even though Metrorail riders are paying next to nothing of the $6 billion costs of the Silver Line, riders from the Dulles Corridor will share equally in use and enjoyment of the original 35+ year old Series 1000 rail cars -which were deemed unsafe by the National Transportation Safety Board before the 2009 Red Line crash. WMATA has never responded to most fundamental problems facing Dulles Rail or provided detailed information on projected fares, ridership, operating revenues, costs and who will pay replacement costs for railcars and other equipment together with the assumptions and data to support projections. The delay at West Falls Church maintenance yard is no exception. To date, WMATA has offered no explanation as to why Dulles Toll Road users should pay a majority of the costs of the planned Dulles Maintenance yard which is designed to service not only the planned 128 Silver Line cars but an additional 300 cars on order to replace the Series 1000 rail cars. It appears that our politicians, both in Richmond and Washington, DC are either complicit in this apparent fraud or too lazy to do anything to protect Virginia taxpayers. It is time for WMATA oversight investigations.

How does this add up? "Turnover in late August will happen when... West Falls Church Yard completion (expected Dec. 20, 2013)" Rob is correct, there is also the serious question of how WMATA will come up with the rail cars to serve the Silver Line. It looks like Aug. 2014 is the very earliest the new cars will be available, so MWAA is concerned that we'll get stuck with the old rickety orange-carpet jobs that have so many maintenance problems. All those tolls we've been paying and we could get stuck in a smelly, sweltering train most of the summer? I guess that is a story for a different day. For now, this is the timetable MWAA is putting out. We will circle back and examine what could get in the way of that later.

Difficult to follow -- then my bus driver (15k) who lets me off at the first silver line station (McLean/Old Meadow) insisted they would open them one at a time -- and that this station would be open in March -- yes two months from now (no idea where he heard this)!
