The Reston Community Center (RCC) is a popular spot for athletic, cultural and community events. RCC offers more than 1,800 programs, for infants through senior citizens, and helps contribute to Reston's close community spirit. RCC is home to athletic facilities, including the newly refurbished indoor pool, and a wide variety of  performing arts at the facility's CenterStage Theatre.

Why is this considered an appropriate use of Small Tax District 5 resources? How much is spent on this each year?

I would say very little. The weekly event is a pot of coffee and some chairs set up in the community room. I can think of about 100 other areas to worry about Small Tax District 5 overspending.

There are usually many other activities to take part in as well. Dance classes for kids, woodshop, swimming. To name but a few. Good use of a few dollars as there is usually quite a community present.
