RA OKs Term Limits for Design Review Board

Members now limited to three three-year terms.

The Board of Directors voted last week for term limits for volunteers serving on the Design Review Board and Covenants Committee.

Board and Committee members will now be allowed to serve three three-year terms. Those currently serving on the board are considered to be in their first term.

Term limits had been discussed in recent months with varying opinions. Those in favor of unlimited service said DRB members who served a long time had a great depth of knowledge and history on the subject. Some favoring limits cited the limits on the RA Board of Directors (two consecutive terms) as a way to guard against favoritism and conflicts of interest.

Below is the full motion, as approved by the nine member board.

1.   Amend Design Review & Covenants Administration Resolution 1; Design Review Board and Covenants Committee Appointments, by adding a policy provision on term limits – no more than a maximum of three consecutive three-year terms - for appointees to the Design Review Board and Covenants Committee.

2.  Approve administrative amendments to Design Review & Covenants Administration Resolution 1; Design Review Board and Covenants Committee Appointments; which clarifies vacancy notice and candidate application requirements for open positions on the Design Review Board and Covenants Committee.

3.     Amend Committees Resolution 2; Committee Member and Chair Appointments by adding a policy provision on term limits –no more than a maximum of three consecutive, three-year terms -- for appointees to Committees.

4.  Approve administrative amendments to Committees Resolution 2; Committee Member and Chair Appointments; which clarifies vacancy notice andcandidate application requirements for open positions on committees.

Appointment Term.   Beginning with appointments to the DRB and the Covenants Committee made by the Board of Directors after the adoption of this resolution as amended on May 24, 2012, DRB and Covenants Committee appointees will be appointed to serve a term of three (3) years or until their respective successors are appointed by the Board of Directors, whichever is later.  No member of the DRB or Covenants Committee subsequently may serve for more than three (3) consecutive three-year terms.

For purposes of this resolution, all DRB and Covenants Committee members currently serving as of the date of the adoption of this resolution as amended on May 24, 2012, will be treated as if they were currently serving their initial three (3) year term with the remainder of years in their term applicable to the end of their first term.  Additionally, any individual who serves more than half a regular term on the DRB and Covenants Committee will be considered to have served a full term.  

The continuing intent and effect of this resolution is to maintain the current staggered terms of each position on the DRB and Covenants Committee and to impose the three-term limit prospectively on all individuals serving in those positions now or hereafter.
