New Town Center Housing Eyes Late 2013 Finish

A spokesman for Boston Properties says the residential building currently under construction at Reston Town Center should be ready for preleasing in summer of 2013.

The Avant at Reston Town Center will have its "topping out" (final concrete pour of the building roof) next week, says Richard Ellis, Boston Properties' senior project manager. He said the first units should be delivered in late November of 2013.

The project is being built at St. Francis, Bluemont and Explorer Street and Town Square. The Avant will be a 359-unit, 15-story luxury rental.

The project will also have about 28,000 square feet of retail space.

This are rentals, so would be no RA fees/cobdo fees/RTC fees for unit dwellers anyway.

Sorry, but this is a bit of a fiction.

Unit dwellers in the RA territory pay fees, just not directly. If the landlord pays a fee, it is simply passed on to tenants as part of their rent. Likewise for property taxes, special assessments, maintenance costs, etc.

Claiming that renters don't pay into the system is disingenuous at best. It's a bit like claiming the gas tax isn't a tax, just because it's included in the per-gallon price rather than being tacked on afterwards. It's still there, and it's still real, in spite of being hidden.

I have heard that new housing going in near the Metro will be subject to the RA fees. I do not know about this building – but the future development at the Wiehle stop.

Yes, the future development at the Wiehle stop is part of the area formerly known as the RCIG. Formerly zoned industrial when Reston was built, part of the changing the designation in 2011 so residential can be built was that new residential in this area would be Reston Assn members.

This one is in RTC, so RA assessments do not apply. The other new project, Parc Reston, Temporary Rd. and Reston Parkway is in RA, and will add a net of 278 units.

Michael is correct. With a few exceptions for low income seniors, all units in RA are charged the same assessment. Tenants pay through their landlords via rent. Renters are members of RA and enjoy almost all the same rights and privileges as owners. They can use all facilities vote for Directors, and serve as Directors or on advisory committees, but they may not vote in referendums.

The new housing near Metro is not in RA - almost nothing in between Sunset Hills and Sunrise Valley is. But RA can do many things to convince developers there to join voluntarily and subject those units to the assessment and/or pay a one-time contribution to offset impacts on RA. We've made progress with the Reston Station project. The developer will make a 6 figure contribution to RA and is negotiating on membership. This is unprecedented and we hope it is the first of many such deals.

When we owned a unit at Market Street we did not pay RA fees, directly at least, and we didn't have resident access to RA facilities such as pools and tennis courts.

This looks like it will be a traffic disaster. 359 units will equal 359+ vehicals. That corridor is already carrying a huge amount of traffic. It will make the Reston Town Center and the other shopping areas less inviting.

I've never encountered much traffic on this side of RTC. Further East, yes. But Bluemont and St. Francis have more than enough capacity for this, and getting to Town Ctr Parkway and New Dominion Parkway should be a breeze - there's hardly ever enough traffic on those roads to justify the number of lanes! Sunset Hills might be an issue but that stretch doesn't usually seem too bad either.
You also assume that every unit will have 1+ vehicle entering/exiting during the same rush hour - but some will work different shifts, walk, or take transit instead.

There are lots of traffic issues in Reston but it just doesn't seem like this is one.

I agree with Michael. Many former communters would be the ones most likely to live in this new building and may walk to work. Also all of their schedules are different so its not like they are all going the same place at the same time. I'm excited for the new addition and think the area will continue to evolve to make RTC a better place to be. More businesses, great restaurants and shopping will come to the area and continue to make Reston a better place. If you want things the way they were, move to Ashburn or beyond, as the expanding suburbs is nothing unique to Reston and is happening across the board.

I think the two biggest traffic issues are :
The right turn from westbound toll road to Reston parkway in the mornings. And the left turn from Reston parkway into the south entrance of RTC always backing up.

Gene - examining the facilities and their capacities is part of what the Master Plan Task Force is doing, and RA has been doing this on a continual basis. More people will mean a need for more things - including - schools (expanding the capacity of terraset ES, possibly building new schools not in Reston but nearby), recreational facilities (RA and RCC know this) and roads.

Are there any rumors about what retail will come in ground level here? I'm sure hoping for a grocery store, but there are already so many nearby -- just none of them are easily walkable from RTC.

The coming massive traffic issue for Reston is the Wiehle Metro Station . It will be the last station on the Silver Line for about 4 years, meaning that thousands more cars will be coming into Reston from the west and south to access the train there. No major supporting infrastructure has been built to accommodate this additional new flow.

Trader Joe's could also use more space and to be in walking distance of the RTC would be a great asset to RTC.

No truth to the Whole Foods rumor as of right now. I am pretty sure Ted's Bulletin will be located in the ground floor of new building but owners not confirming just yet. Stay tuned.
