The Fairfax County Board of Supervisors - following results of the 2011 Reston Community Center Preference Poll - appointed Cathy Vivona, William Penniman, and John Gasson, and new Board member Vicky Wingert to the nine-member Reston Community Center Board of Governors.

Vivona, Penniman and Wingert were appointed for three-year terms expiring in 2014. Gasson was appointed to complete the remaining year of a three-year term for Board member Colin Mills, who is leaving the board to be Reston Citizens Association president.

Candidates were appointed based on the number of votes each received in the Preference Poll, with the top three vote recipients being appointed to three-year terms and the fourth highest being appointed to the one-year term. Votes were as follows:

• Bill Penniman: 1,337
• John Gasson: 1,313
• N. Barry Carver: 819
• Rod Koozmin: 463

Vivona has served on the RCC Board from 1997-2001 and from 2005 until now. She also serves on the board of the Literacy Council of Northern Virginia and participated in the 2011 Hunter Mill Citizens’ Budget Committee. She has been a Reston Lion and assisted in citizenship training, participated in local choral groups, and teaches ESL. Her professional background includes program management and financial planning.

Wingert has been a Reston resident since 1973 and worked for the Reston Association for many years, serving as the Day Camp Director, Open Space Director, and Chief Executive Officer. She has also served as President of the Reston Historic Trust and has served on the Reston Association and Friends of Reston boards. 

Penniman has served on the RCC Board since 2006. He has served as the Board Secretary, Treasurer, and Chair of the Finance Committee, and since 2009 has been RCC’s alternate representative to the Reston Master Plan Special Study Task Force, where he co-chaired the Wiehle Station Subcommittee and serves on the Steering Committee. He has also chaired an advisory committee to Supervisor Hudgins on Fairfax County’s FY2012 budget, and works closely with other community groups.

Gasson has served on the RCC Board since 2009. He also serves on the Board of Friends of Reston and chairs the Fundraising Committee for the Initiative for Public Art Reston (IPAR). His professional background includes leading large team organizations and managing budgets.

The RCC Preference Poll is a community event held annually to select members to serve on the RCC Board of Governors. The Board of Governors establishes the overall policies for the Center and oversees its programs and budget. Board members also represent RCC at social, recreational, cultural and educational activities in Reston.

The Fairfax County Board of Supervisors established the RCC Board of Governors to represent the interests of the residents of Small District 5 on issues affecting RCC. The RCC Board appointments are made by the Fairfax County Board of Supervisors after residents of Small District 5 have made their preferences known in the annual poll.
