Forty House members sign letter backing proposed program added to any end-of-the-year fiscal cliff deal.
A letter co-written by Congressman Gerry Connolly (D-11th), and signed by 40 members of the U.S. House of Representatives, urges Republican House Speaker John Boehner and Democratic Leader Nancy Pelosi to support an immediate $200 million gun buyback program in any end-of-the-year fiscal cliff deal.
Connolly, whose district includes Reston as well as the national headquarters for the NRA, and U.S. Rep. Ted Deutch of Florida authored the letter to the House leaders.
“Gun buybacks have proven successful in communities across the nation,” Connolly and Deutch said in a “Dear Colleague” to House members. “Adding $200 million to the final compromise on the fiscal cliff could remove as many as one million guns from our streets.”
Including the gun buyback program as a way to reduce gun violence, the congressmen said including it in any year-end deal “is a simple, immediate step we can take to assure the public we are committed to taking meaningful action.”
Connolly and Deutch said federal financial support to help local communities and states conduct buyback programs could also bolster local economic activity. “Distributing funding to the states to run buyback programs using prepaid debit cards with a three-month expiration date could provide a jolt to local economies that have stagnated in the wake of the recession and concerns over the fiscal cliff.”
“The murder of 20 youngsters and six educators in their classrooms has galvanized the public’s desire for immediate action, and partnering with the states on a nationwide gun buyback program is a modest, common-sense start,” the two congressmen said.
It's not certain if there's enough support on Capitol Hill for any new gun laws. Although President Obama called for Congress to show “courage” to consider new gun-control laws, he faces challenges with "members of his own party who have a history of cowering from the gun debate," the National Journal points out.

This would be an excellent belated Christmas gift to the nation. I hope both Democrats and Republicans will jump on board with Connolly's initiative. Combine it with a renewal of the assault weapons ban, ban of high capacity magazines, and closure of the gaping gun show loophole and we could be on the way to a safer New Year for all.

You obviously have no idea what you're talking about. There isn't even any such thing as the "gun show loophole," those are simply person to person sales done at a gun show that could also be done anywhere else. Do you advocate we close the Burger King Parking Lot Loophole? Educate yourself before looking like a fool again.

Why waste tax dollars on a program that essentially does nothing but collect scrap metal. Why not offer amnesty to those felons who are in possession of a gun (illegally, mind you) to allow the guns to be sold to a retailer that deals with used firearms? This would generate a sales tax revenue for a state with such a tax and get an illegally possessed gun off the street.
Congressman Connolly only wants to spend more of our money on a "feel good" program.

The American Taliban would be well served to trade in their guns and bring peace to the region. This would also reduce the liability on the tax payer, long term, sort of like the cash for clunkers program.

@CHIPperson This idea to send unwanted elements of society to other parts of the world was first debated by the Nazis, all Jews were to be deported to Madadascar. Ultimately that proved to be too expensive and the "final solution" was chosen instead. So maybe rethink your approach and let me know next steps.

This is exactly why we don't have a deal. Raise taxes but don't cut spending and now add on more spending. Regardless of how good this sounds we are in debt up to our backsides, we cannot afford this, if they want to do this they have to cut somewhere else.

Our once great nation has gone to "Hades in a hand basket". Why is it when a crime is committed we try to limit the rights of law abiding citizens? Connolly is just like the rest of these "snake oil" salesmen. We have all forgotten that the primary reason there is a 2nd amendment was to ensure that the citizens had a last line of defense against government tyranny. It's going to be an interesting 4 years. Stupid. No other word for these programs and another excuse for the government to spend money. You are simply buying up extra guns that criminals don't need. They can (and will) always find more legally or not. STOP WASTING MY TAX MONEY!

The federal debt limit is going to be hit on Monday and Connolly wants to borrow money for a boondoggle to buy broken guns. Connolly's lack of setting priorities in spending makes him part of the problem. If Connolly was a leader on the Hill, then he would be proposing eliminating wasteful federal programs, not creating a new one.

Gun buyback programs have most certainly not been "proven successful in communities across the nation," if by "proven successful," Mr. Connolly means a reduction in gun-related crime. With regard to a jolt to the economy, will taking money from Citizen A under Congress' taxing power to give it to Citizen B in order to destroy some property held by Citizen B actually be an overall benefit to the economy? It doesn't seem likely. Connolly claims this program will alleviate some concerns over the fiscal cliff. He doesn't explain how throwing a wrench into the fiscal cliff negotiations at the last minute will alleviate concerns of Americans over the uncertainties regarding whether a deal can be reached.
By the way, unless my math is wrong, only 38 representatives signed the addendum to this letter, not 40. To the right of Maxine Water's signature is her District number, CA 35 and to the right of Nita Lowey's signature is the number 17 which I believe will be her New York Congressional District starting in 2013 when redistricting takes place (but don't quote me on that.) At any rate, just because 40 blanks had something written in them doesn't mean 40 people signed the document. So the letter was signed by the two co-authors and 38 representatives.

So you're going to waste $200,000,000 in buying stolen, inoperable, and possibly even dirty guns that could be analyzed to solve crimes (But won't be due to the anonymous nature of buy backs)? This is the same amount that could be spent towards better security, mental health overhauls, and justice system programs to actually convict and keep incarcerated horrible criminals such as that sick dirtbag that was released in NY despite having bludgeoned his own grandmother to death. Buy backs are a joke, and people will steal and turn in garbage or dirty guns in order to get money, which in turn they'll flip towards buying a newer, better, or clean gun. How about putting this money towards our Veterans? What about health care? Or, best of all, how about concentrating on preventing a fiscal nosedive without jamming earmarks into it!? Oh, and lastly, our 2nd Amendment is not for sale.
